Update of mod.

PROHIBITED TO RESUB THE MOD TO ANY SERVER WITHOUT PERMISSIONS.

Changes in Version 1.9:

- Greater definition of all light effects of traffic IA.
- Increased the light intensity of the LED traffic lights.
- More texture quality of the LED (HD) semaphores.
- Diminished external brightness of street lamps.
- Greater intensity and definition of headlights and brakes of cars and trucks.
- Greater angle of light on the road, headlights of vehicles and trucks.
- Increased the flashing light beam of vehicles and trucks.
- Increased saturation of red and blue colors of vehicles guia and police.
