Route1 Reopening for Ats 1.31.x game version

Note from the Author:

I've seen at least one person say that they don't like the 'Big Sur' landslide being in game,

I had a search on the forum here and to my surprise no one had (as far as my search could see)

created a map that just removed it.

So there we go, now there is one.

Features:

This map simply removes the 'Big Sur' land slide along with all road blocks/signs

and re-enables the AI traffic and UI map along Route1

Please note, I made this on ver1.31 open beta so it probably wont work on versions earlier than that.
