You need a program OpenIV.
Turn edit mode "tab - File item - edit mode."
With this program, go on the road - x64e.rpf \ levels \ gta5 \ vehicles.rpf \
Replace the files from the archive.
File vehicle.meta put in - update \ update.rpf \ common \ data \ levels \ gta5.
