Tonopah Reworked for Ats 1.6.x game version

This is a rework of the US95/US6 junction in Tonopah, NV.

The mod is designed to better reflect the real world junction layout and hopefully

greatly reduce the traffic woes there in the default SCS map.

This release isn't necessarily the final work, but it is done enough now to share.

CURRENT RELEASE IS FOR ATS v1.6 beta
